From what I can gather, lovers come to this bridge, symbolically lock their love to it, and throw the key into the river below.
Many of the locks are personalized, I spent a long time looking through them.
My favorite was a Chinese couple's lock. Attached to the lock was a charm with two kissing pigs on the end!
Part of me really wants to get a giant magnet and fetch out all of those amazing keys. Though I guess that's not the point at all is it?
